Simple replacer .esp for Surjamente's Capital Windhelm Expansion. Fixes a variety of record level errors reported by CK and cleaned up a bunch of navmesh issues. No major fixes/ building adjustments/etc. Also forwaded USSEP changes via The Method and included a .modgroups file to hide the remaining conflicts.

Literally none of this work is my own, all i've done is fix a few errors, thats it.
Forwaded USSEP changes via The Method, and created a .modgroups file for the main plugin.
Created a USMP patch to resolve 1 conflict on a tamriel exterior cell settings record that would otherwise require adding USMP as a master.
