This is a user-submitted update from Sponegeman131. Changes include: navmesh updates, deep cleaning in xEdit to reduce navmesh footprint, light sources redone to avoid light flickering indoors. I haven't had time to test this extensively.

Gives Tel Mithryn its own crime and prison system (it was originally part of the Raven Rock crime faction).
