Just a small adjustment to give the sweetroll addict more chances to successfully run away -- you won't probably see much difference but I like it better when he manages to escape instead of being killed :)

Tweaked the event's flow a bit so that the poor wretch doesn't go on repeating his line in case you keep moving and he can't grab what he craves.

The event is now limited to towns and cities -- the previous "habitation" condition included weird places like orc strongholds, farms, and even the College.
To compensate, I've increased the chance from 50% to 66%
Dastardly pickpocketing thieves lurk in towns and cities -- no sweetroll is safe.
