Default mod version functions from RookMeister now fully supported and added MCM menu.

Added hybryd skill leveling if you want static leveling for one skill types and classic TES for another. But i made this feature only for myself because want some progress in Smithing, Alchemy and Enchanting.
Also, if you want to change skill names - see Interface\Translations\, added translation option for each skill in both menus, MCM and Level Up.
Note about hybryd skill leveling:
If you use SkyrimUncapper to suppress skills leveling: hybrid leveling will not work. I add dynamic edit of ActorValue\AVSkillUseMult field in StaticSkillLevelingEffect script. Static skills forced to 0, toggled skills in menu use they own value by default. Does not require patches and shouldn't conflict with perk mods.
