S&S perks for matching sets, tempering and Atronach Forge recipes fixed. you still need the required level before the new changes apply.

Changed a Sunder and Wraithguard script that ran right after chargen, you won't see notes that start the quest prematurely anymore. They'll still spawn after you reach the required level.
