Restores the cut content from Staves; a new enchantment to staves that deals both fire and ice damage.

I noticed the Staves creation had a leftover magic spell that was left unused (probably cut from the game), so I restored it creating the proper missing records.
The new staves are named 'Of Thermal Polarity' and can be crafted once you learn Wall of Frost and Wall of Fire Spells, they can only be enchanted using the new unenchanted staves added by the creation itself (Wood, Steel, Silver, Glass, Ebony, Dreugh, Daedric).
The enchantment itself deals 50 points of damage, both Ice and Fire, the efx for the wall is the Wall of Frost but you can see the Fire particles on the enemy when they're hit by it.
Tested them for about an hour and didn't notice anything bad or CTD, please report any CTD or issue if you happen to find any.
