I noticed that the Headman's Cleaver creation had a new enchanment record and the weapon had both Charges and the keyword to disallow enchantment, but no actual effect, just added it via xEdit using the actual effect packed with the CC.

Update: Cartogriffi confirmed the enchantment was cut in early development, I'll add an optional file that lets you enchant it because you cannot enchant the weapon on vanilla either lol.
