Until MaskedRPGFan has a chance to update, I've provided a temporary link to an updated config.json in the Trade and Barter comments section, which will address the immediate issue.
Noticed that the config.json is missing and that the translation files are named i.e. "trade & barter.esp_english.txt"...shouldn't be named "trade & barter_english.txt"?
So the loader isn't registering, but when I go to T&B and go to maintenance, I can click the load settings tab and it automatically loads the setting. Despite having the check box that says "load settings on reload" it still doesn't automatically work. I have to manually click the tab. Maybe that helps?
Sorry for late reply, I will redo it after Christmas. Do not hesitate to ping me as many times as needed. I do not mind +1 chain responses at all, since all my work is done for you guys :) The more pings I will get the faster update will be, since this means such update is very important (and the request will not drown in a sea of other requests).
Mandatory +1, it would be really nice to have, hehe~. Heck, while I am at it I also just want to say thanks for all of your work, MaskedRPGFan. You're singlehandedly the reason Skyrim modders no longer have to spend 30 minutes setting up mods upon every new game. <3
Not working for me either unfortunately. Seems to only have happened after Untarnished UI was installed?
The fmin and fmax are still on 20. However, the shopkeepers are still selling their items for a low price. Once I reset the fmin and fmax numbers, they sell things for a higher price and buy for a lower as they're supposed to. Not sure what's going on. It's clearly keeping my settings, but the settings themselves aren't working.

1. Set settings in MCM, and check if shopkeepers have prices as intended.
2. If not remove loader and try without it.
Tell me results. If everything works without loader, it will be easy to fix.
No matter what, when I load a save I have to reset the settings at a shopkeeper for the values to register.
edit: still does not work even with configuring the global ini file from your mod...
