The entrace is located in the Forgotten Vale near the Temple. It's a small dungeon populated by icy animals and something else... After clearing the dungeon of its aggressive inhabitants, the player can settle in one of the rooms and make this place warmer.
I recommend clearing it a level 25 or higher, since the final boss can be pretty hard for low-levels.
