Someone else has also made the same patch, only the boards are in a different location. Their location choice probably makes more sense immersion wise. Mine just offers you quicker access.
SUPER late response. But I figured I'd make one now so I can pin it.
If you have this issue, then it's likely just a mod conflict as floating boards shouldn't be happening on a new game. Things like - and I'm going off memory here - The Notice Board SMIM 3D Ropes Fix and other such plugins that have edits to the Notice Board's location, could likely be the culprit. In this case you just load my plugin below it.
This patch also works for Cities of the North - Falkreath (COTN) + The Great City of Falkreath (TGC) combo. Tested on my own game. Install the COTN Falkreath Patch Collection first, of course.
Since Janquel doesn't have one for the other 3 COTN mods, would you be willing to make a Notice Board patch (and maybe even a Missives patch too?) for Dawnstar, Morthal and Winterhold too?
Oh, Winterhold is the only COTN mod that I don't use and since it wasn't in Dawnstar, Morthal or Falkreath, I just assumed it wasn't in Winterhold either. My mistake. It's good to see someone else made a COTN - Morthal and The Notice Board patch, thank you!

COTN Winterhold has a patch in the patch collection by Janquel.
So that just leaves Dawnstar for Notice Board Patch. I can take a look at it and the Missives patches when I have some time.
