I'm not sure if it's this mod or wildcat itself (or the fact that I'm on a downgraded game) but this mod seems to be saving and loading the settings, but not actually "applying" them on a new game. The damage settings are loaded (mine are legendary, x2.75 outgoing, x3 incoming dmg) but aren't actually applied. I'll run up and hit an npc and I'll be hitting like a wet noodle. It isn't until I go back into the mcm, set the settings again, and exit out that they start working.
It might also be that it just needed a save reload though, as I did both of those things. I'd have to test it more. It does seem scripts run differently, even with the downgraded (best of both worlds) option.
Okay following up, it still happens. I don't know why I wasn't able to replicate it on those playthroughs before, but it seems to happen consistently on new playthroughs again.
And no, "load settings" doesn't seem to work, I've tested that a few times now. It seems reloading the save is the only thing that seems to fix it, not sure why. I wonder if this could benefit from a delayed loading like the ineed settings version? Although I'm not exactly sure if loading itself too early is the cause.
Of course, this is a minor issue, and not a huge deal, but just thought you should be aware
