I always thought it sucked that you didn't get a true reward on the Horn of Jurgen Windcaller quest, now you do, just pick it up once Delphine reveals her hideout to you. The Amulet of Saint Alessia provides a 10% shout reduction, and is disenchantable, providing a Fortify Shouts enchantment that displays proper enchantment magnitude in the description when creating enchanted items with it. Use it as is or disenchant and create your own Fortify Shouts gear!

At Enchanting level 100 with all Vokrii enchanting perks I max out at 72% reduction, your mileage may vary depending upon your load order, but 100% cooldown should be possible at high levels with proper Fortify Enchanting potions.  At lower levels I find the reduction to be balanced, and I find myself actually using shouts more often, it absolutely enhances my game play!

WHAT THIS MOD DOES

  • Creates a custom Fortify Shouts Enchantment that the magnitude scales properly with. There is no Fortify Shouts Enchantment in the base game that displays scale correctly.
  • Creates the Amulet of Saint Alessia, an enchanted amulet that reduces Shout Cooldown by 10%, and is disenchantable, providing the all new Fortify Shouts Enchantment to the Player.
  • Places the Amulet of Saint Alessia on Delphine's table in her hideout in Sleeping Giants Inn in Riverwood as a reward for completing the Horn of Jurgen Windcaller quest.

COMPATIBILITY

Should be compatible with just about anything - if you have issues please let me know and I will see about a patch if we can identify the conflict.

FAQ

Does this mod conflict with XX mod?
- Most likely NOT as this isn't touching any in game enchantments or objects. If you are using something that drastically changes Sleeping Giant Inn the Amulet placement may be off. If you find something that does conflict with it let me know and I'll most likely patch it. 

Can this mod be installed mid playthrough?
- This worked fine in testing. The Amulet shows up on the table even if the Horn of Jurgen Windcaller was completed long ago.

Can this mod be UNinstalled mid playthrough?
- I would never recommend uninstalling any mod mid-playthrough. That being said this mod uses no scripts if that is a concern. I sill wouldn't uninstall, and it's an ESPFE that doesn't count towards load order. Like any mod, uninstall from an existing save at your own risk!

BACKGROUND

Latest in my series of mods coming from my final patch. I think I have another in me after this one. It always bugged me that I couldn't use a Fortify Shouts enchantment in the game. I tried just adding it, but could never get the magnitude of the enchantment to display properly. I happened upon a mod called Dynamic Muffle Scaling by miguick and leveraged the price fix that they used to show the scale of Fortify Muffle enchantments correctly to create an all new Fortify Shouts enchantment that scales properly. I placed it in Delphine's Hideout as a reward for the Horn of Jurgen Windcaller quest. Now it's free from my final patch and available for all to enjoy! Funny thing, as I was researching this prior to posting this mod I couldn't find another mod that does this and displays the enchantment magnitude correctly - if anyone is aware of one please let me know in the comments.
