Tweaks all instances of Magicka Rate increase in enchantments to a set +X Per second

This mod tweaks all enchantments of +X Magicka Rate to a flat rate per second.
This applies on found robes as well as enchanting gear yourself.
The values are set to 1% of the default values (and can be changed in ZEdit by changing magnitude). Due to rounding many will show a value of 0 per second but it is still working.
If you are wondering "Why?", it's mostly because I have modded the game to remove natural Magicka regen so all the Rate buffs are completely pointless.
I have not tested this with all items so let me know if things have slipped through.
Always fun to try a different playstyle.
1.2 Requires AE (Specifically Creation Club Arcane Accessories "ccbgssse014-spellpack01")
Known Bugs:
Rounds down to 0 for value
Archmage robes still display 100% Rate (Effect still works though)
