What is my justification for this? It's simple, the gray quarter. There is a lot of racial tension between the Nords and dark elves of Windhelm, with one party being driven out of their homes and required to seek refuge with those who despise them, and the other viewing them as parasites who do little good for their home. The divide between the two races would lead many Dunmer to feel inclined to protect the refuge that was granted to them and their families during the red year. As much of a squalor as it may be, between the gray quarter and nomadship, the former is preferable for their kin. The Dark Elves generally hold the welfare of their families in high regard. In light of this, many have offered their arm in battle against the imperials. Not for the sake of Talos, but for the continued home and board for their bloodline. Desperate times come for desperate measures.
