I always wondered why there were so few users of the Voice left. It didn't make sense for Ulfrik to not teach it to others and he had quite a bit of time between the Great War and the current year and it also didn't make sense to me, that no other nords ever learned anything about the voice.
This mod tries to solve that weirdness by adding Adepts of the Voice to the Stormcloak rebellion and allowing a small chance for each nord to be able to use and know a shout. The durations are way longer than the player's to represent the speed of learning them as the dragonborn as well as show the relative lack of training for for example civilians compared to the specialists.
As a sideeffect this would also explain the Graybeard's recruiting, they would be made up of people interested in the Voice but tired of the infighting and wars, making some of them likely veterans of previous wars.
What shouts are used by the stormcloak specialised troups? (always one shout, <10% chance to spawn)
FrostBreath (90s cooldown, 2/3rd power)
Unrelenting Force (105s cooldown, 2/3rd power)
Disarm 60s cooldown, 2/3rd power)
What shouts are used by the imperial specialised troups? (always one shout, < 5% chance to spawn)
Fire Breath (90s cooldown, 2/3rd power)
Unrelenting Force (105s cooldown, 2/3rd power)
What shouts are used by the bandit specialists?(<5% chance to spawn, since 1.3.0)
Frost Storm (1s duration, low level dragon power and area)

Consider the cooldowns and distribution percentages the first stage of balancing this. Compatibility This mod should be compatible with everything, since no default records were touched. The chances are automatically targeted, so you'll end up with similar chances no matter how many npcs are already in the related leveled list.
