This tiny mod removes the need to complete the main quest to shout. Dragon souls are required as normal.
This is intended to be used alongside a mod allowing for early dragon spawns, but technically doesn't require anything but the main game.
Edits a single perk in base skyrim, so should be compatible with most other mods.
