This mod simply changes the Fire Breath shout recharge times from 30, 50, 100 to 10, 20, 30 seconds.
I find shouts to be completely useless apart from Whirlwind Sprint at high levels/difficulties as they take so long to recharge and the damage is low, so I made this. If you want me to expand this to more shouts, or to make more mods like this then endorse and comment. :)
