I created parallax textures for Skyland - Solitude Includes built in support for ELFX, SMIM, Skyrim Particle Patch, Unofficial Material Fixes, Assorted Mesh Fixes, Skyrim Landscape and Water Fixes, Blue Palace Roof Mesh Fix, and USSEP so just let these meshes win.

I also enabled parallax on the required meshes via the Nif Patch Processing Parallax scripts by Spongeman131
