The chest is located right behind Alduin's Wall and contains 10 restore health, magicka, and stamina potions along with 3 torches, a cure disease potion, 3 potent lingering damage health poison, 1 potent paralysis poison, and 2 resist fire and frost potions. This refills every 10 days which seems a fair amount of time to use these on dragons or quests.
