You have to complete the master conjuration quest for Phinis Gestor to gain access to the sigil stone and therefore certain recipes for the Atronach Forge. This mod skips that requirement by making Sigil Stones have a 5% chance to drop from Dremora, and considering random unsummoned Dremora are very uncommon this makes them incredibly rare still.
