Are you open to making these in to actual quests? I haven't looked in to it, but I can't imagine that would be too hard, if you have the Creation Kit. Also, failing that, is there a way to have a better naming schema for the various assignments? The box just has like 10 different "Assignment A" and ten "Assignment B" etc, and it's really difficult to know which one is which target.
Another question that popped up in my head is when you have finished one of the "hitlists" do you have to do something else or is it just "Now you have done this task and you can feel good for you have done the Thalmor a service"?
Yes, there's no one to hand the quests in to. But luckily the first note even lets you roleplay that immersively with the line that says something like 'we will probably never meet in person'. What I like to do is put the notes back in the box if I complete them, then they're marked as Read.
How does this work with NFF? I wonder because I can't get the Windhelm Agent to follow me (The only dialogues to choose from is "Follow me for some privacy"(from OStim OPrivacy) and "Interested in doing some sparring" (and I think this choice is from NFF) but those are the only dialogs I can choose from.
Also, I use Expansion Capital Windhelm and I can't find the dogs I'm supposed to kill any hint where they should be?
Edit: Seems like the Bosmer in Whiterun work (I have only found the Altmer Spy in Windhelm and the Bosmer Spy in Whiterun so far).
Hello, I'll answer the question on the mod I think you mean first: This mod that you're commenting on is just the box of orders on the table in the HQ, doesn't add any NPCs, so doesn't need to be compatible with a follower framework.
Do you mean 'Thalmor Dialogue and Quests'? If so, you have to be wearing the Thalmor Seal (ring) for the relevant dialogue to come up. After the short conversation with the agent he becomes recruitable, if you've found the right person.
As for the dogs, the place you're looking for is outside Windhelm, over the bridge.

No, I don't think there are. I haven't asked the original creator of the quest notes exactly what they intended for this one. I just use a follower framework to recruit NPCs I think would fit in, and then I sometimes assign them to the HQ if a) the framework has that function (Nethers Follower Framework does) and b) I don't have Arma Thalmoris enabled, as the NPCs can still sometimes randomly attack each other and I don't want my new agents killed (needlessly). Otherwise I just let them go back to their original home and say it's their cover.
Hello, original author here. I mentioned this in the LE comments section. This is purely personal roleplay so I just acquired a follower (through whatever means) and then left them at Thalmor HQ. Eventually they return to their old routines, with implied "re-education"
Of course, any mods you prefer to use to enhance that idea is your own decision ?
THANK YOU for making this and your other Thalmor mod! I just downloaded both. It looks like for this one I only need to chose the newer version? Or do I download both files? It's slightly unclear to me.

Thalmor Dialogue and Quests - I actually created that mod to use alongside this one, so yes, also compatible.
Because Quest Notes is just a box of notes, there are no quests to break.
