Check out latest version of this mod - COMPLETE RANDOMIZED SPAWNS https://www.nexusmods.com/skyrimspecialedition/mods/92045
Latest Version 11 - All NPC spawns personally tested so if you ever have a crash to desktop and suspect it is this mod let me know the last NPC spawn you saw and I will re-test but this should not occur. Make sure you run LOOT.
This mod is designed to be used with my other two Random Spawn mods (see description page for links) but will work just as well with less spawns on its own. See uploaded images for example of some spawns. The NPCs wearing backpacks are from my mod Creation Club Backpacks for NPCs
If you enjoy the mod Endorse and leave a comment. If you have ideas for improvement am open to suggestions.
Probably not gonna happen but... any chance the prey spawns could be changed to spawn more predators instead? Would love to fight against more animals then bandits :v
Not totally what you are after but you could look at https://www.nexusmods.com/skyrimspecialedition/mods/92045 (there is a hostile enemies version on there) but sounds like you just want wolves and sabrecats etc spawning instead of deer and elk.
Could you please add an optional version that leans towards adding instead just the more self-proclaimed "good guy" factions like Dawnguard, Vigilants of Stendarr, Silver Hand, Blades and Mage's Guild? (Also, I'm not sure if Silver Hand is friendly with these guys, but if they aren't, then could you please tweak them to be on good terms with both these orders and citizens/guards in general? Perhaps, just excluding the Companions and "evil factions", for being obvious do-gooders in their own eyes.). Also, I hate to further ask, but could you please combined this idea with your ambient animals mod, so they can also potentially spawn the same way, as well?
I tried to add Silver Hand but was too much mucking around (and they are by default hostile to the player character). I may revisit in the future. I could do a benevolent NPC version I think that is what you are asking, will just see how things play out (Hunter, Vigilant of Stendarr, Dawnguard, Stormcloak Soldier, Imperial Soldier, Courier)
Sorry for the late reply, I honestly forgot about this post, lol. Though, yeah, have you had any luck with my original idea? If not, the whole benevolent NPC version you had mentioned could work.
I actually like what you have so far, but personally, if not for a bunch of friendly spawns like in my first comment. Then as far as my own take on benevolent spawns, and a few non-hostile ones go, according to what you could possibly add, just the following: -Vampires/Gargoyles/Death Hounds/Werewolves/Falmer -Thalmor -Imperials/Stormcloaks/Hold Guards/Penitus Oculatus (friendly to those allied with them) -Vigilant of Stendarr/Dawnguard/Blades/Guild Mages (typical non-hostility and can be found even if haven't started certain quests) -Whispmother/Spriggans/Chaurus/Chaurus Hunter/Chaurus Reaper/Atronachs/Wolves/Bears/Sabretooths -Dwemer machines -Assassin/Cultist/Silver Hand/Bandits/Forsworn/Warlocks
Personally, regarding my first comment, I'm fine with the Silver Hand remaining hostile. Also, I think it would be neat if Mammoths/Riekling/Giants/Frost Giants/Trolls(Non-Dawnguard Trolls)/Witches/Hagravens/Adventurers were also replaced by these, if possible.
Best I can suggest at this time is download SSEEdit and remove the spawns you don't want.
Did not add Falmer as they are subterranean (although some attacks by them have taken place on traveling merchants) - may add later I don't expect Hold Guards to be in the open world (you can get the mod Extra guards that adds them) Chaurus/Wolves/Bears/Sabretooth are default vanilla predator spawns that still exist in the mod Predator Animals Randomized Spawning Not sure that Dwemer machines roaming the open world makes sense immersion wise
If you would like more bandits there is a bandits only version and you can also use Ambient Animals Randomized Spawning Bandit only version mod here: https://www.nexusmods.com/skyrimspecialedition/mods/40676?tab=files
Very smart! I think I'll take this and get the mod that adds cats to skyrim so that there are non-aggressive animals still in the game, but I like how your spawn mods increase the random combat in the open world. Great job!
I love the idea but can you make a version with just bandits? They are the most common enemy in the game so they won't stand out as much as a skeleton or a Alikr warrior. :)

-Vampires/Gargoyles/Death Hounds/Werewolves/Falmer
-Thalmor
-Imperials/Stormcloaks/Hold Guards/Penitus Oculatus (friendly to those allied with them)
-Vigilant of Stendarr/Dawnguard/Blades/Guild Mages (typical non-hostility and can be found even if haven't started certain quests)
-Whispmother/Spriggans/Chaurus/Chaurus Hunter/Chaurus Reaper/Atronachs/Wolves/Bears/Sabretooths
-Dwemer machines
-Assassin/Cultist/Silver Hand/Bandits/Forsworn/Warlocks
