If you want to edit it, you can use common notepad. Gimp scripts are easy to learn. It is not only for Skyrim. Options based on blurring the greyscale, to minimalize “unnatural sharp spikes”. Level of 3D effect should be equal to layers used with threshold.
FAKE Parallax – 2D textures with height info. Regular Normal Map, but uses transparency as height. All Parallax textures in Skirim are that way.
