Wintersand Manor was supposed to be the huge House of Nazeem and his wife in Whiterun. It actually never appeared in the vanilla Game. I rebuilded their home out off that what Bethesda left us. I know that Cutting Room Floor also restores it, but outside of the City, while you can see in the gamfiles, that it was supposed to be in the City itself.
