Adds dynamic puddles that appear and disappear depending on the weather

What does this mod do?
This mod simply adds puddles to whiterun (Also attempts to reduce puddle's jagged edges by placement and a new water puddle settings).
How do the puddles work?

Conflicts?
None - Works with JK's series as well as operating with all-weather mods as the mod doesn't link with the weather but only the rain part which is universal.
Performance?
The mod shouldn't impact performance much as there is only one new texture being loaded (Puddle Texture).
