May I suggest something? Instead of making Dawnstar debuff appear the first night you sleep there, can you make it so it will appear only after 3 times sleeping there in a row, with nightmares occuring everytime you sleep in Dawnstar after this?
My suggestions along the same lines are: check to see if you're sleeping in a player-owned bed (LocTypePlayerHouse [KYWD:000FC1A3]) or if you're in the build-a-hearthfire-home-in-that-area quest (BYOHHousePale [QUST:03010BEE]).
Oh, the owner's name indicates this mod is abandoned. Good thing it's got most of the permissions allowed.
+1 since all the plugins only consists of 10-50 records I doubt it would be very hard to do, though I don't know since I'm not experienced. I know they are ESL-flagged (which is very nice) but an AIO would be great for... you know, just to reduce the overall count of plugins. Very much appreciated btw.
I haven't downloaded it yet, so this is based purely on the description and screenshots, but could the nightmares message be in first person and not used word experience gain rate? Something like. "I couldn't sleep tonight. And I feel like I forgot everything I've learned." Or something similar? Would be cool to have little description of the nightmare like was vampiric nightmares in Oblivion? Not so detailed obviously but it would be great touch for a players who settled in Dawnstar.
"You awaken feeling Well Rested" is what happens in vanilla, so the message from this mod is more gamey.

Good point. I have added two files for a more immersive message, one in third person (in screenshot) and the other with the same message in first person.
Detailed nightmare messages will be a great addition, and if I can gather a sufficient collection of them I will implement it.
I came here to ask about exactly this. For a long time I've wanted to make a mod that gives a text box pop-up describing a nightmare whenever you sleep (or based on a percentage chance when you sleep). But I'm still super new to the CK. It seems like something like that would be perfect for the Dawnstar part of this mod. There is a mod that already implements this for vampires in Skyrim:
