Alvor has decided to share his smithing components with you. For all of you who are sick and tired of smelting and buying their smithing stuff, but are not willing to use the console. Consider it a lore friendly cheat of some sorts.
If you miss something in Alvor's ingridients, let me know and I will see if I can't get him to add it to his stock ;-)
