I have verified that all patches here that are for JK's or a JK's combo are compatible with the newest version of JK's (v1.7). Thanks to gordhead for reminding me to check this!
I agree with you 100% talk to the WJ maintainers and users that won't add it to their lists...pshht idk. As far as it making important changes, well that is very subjective but since I don't remember anything about it I can get off with that easy answer lol
I done see why they wouldn't but I'm not using JK's at the moment. I just checked the changelog and it does mention the addition of some navcut boxes which isn't the end of the world. Is there a specific one you're looking to use right away?
I'm sorry, either I'm a bit stupid or my brain isn't working this soon after getting out of bed. May I ask, if I wanted to use the newest Dawn of Skyrim but wanted to remove both Solitude and Whiterun, would I be able to use your patches for this?
Actually...yes. You'll have to do something out of the ordinary though. Youll need to download Wrye Bash, set it up (it's on the WB page not difficult) then find this patch in the mod list and look to the right panel. You should see a pane that lists all of the master files of the mod you've selected. Find bluesskyrim.esp or w/e then right click on it and click change. When the window opens select Dawn of Skyrim.esp and then don't forget to click the button that says "save" in that small pane that lists the master files (I always forget to do that for some reason). based on what the DoS author said they didn't modify any formIDs they really just renamed the file so this should work just fine (at least until/if they change formIDs).
So this essentially does what GamerPoets did in his "Removing cities from JKs Skyrim" tutorial? I want to keep JKs Skyrim, but want to remove JKs Solitude.

Do you by any chance know if USSEP makes any relevant changes to the Solitude worldspace?
