Is this mod compatible with fine-tuned challenge? Which lets you have total control over the settings for how much damage the player does and is done to the player.

That's not how it works.Difficulty only modifiers for the incoming and outgoing damage to and for the player and not npcs fights.This entire mod is pointless even if it did work for AE.
You are wrong. To test it just set your difficulty to legendary and test how fast your followers die with and without the mod. With the mod they die very fast, without the mod they take forever. And the reason for that is because the difficulty settings only apply to the player, like you said, but with the mod enabled they also apply to your teammates, so they will also take 3 times the damage on Legendary difficulty.
Yeah I think fox is right, the wording is strange but the mod seems to work as you'd expect (just extending the difficulty bonuses/maluses to followers).
You are wrong and the mod author is correct. There is often confusion on the subject, probably because the UESP (the Unofficial Elder Scrolls Pages) explains it wrong, while the correct explanation can be found on The Elder Scrolls Wiki.
What the difficulty does above Adept is: - Increasing the damage that anything in the game does to the player. - Decreasing the damage taken by everyone else (this does not affect the player's damage output, instead it makes everyone else in the game take less damage from any source, and this means that at higher difficulty followers and minions take greatly reduced damage like everyone else but the player).
In simpler words, in the vanilla game the difficulty affects "the damage taken by our character" and "the damage taken by the NPCs" (everyone except our character is in this category).
This mods fixes that. With this mod our followers and minions get treated like us by the difficulty settings, rather than being treated like every other NPC and creature.

It's not clear to me that this is actually working (special edition). Playing on legendary difficulty, and with the floating damage number mod, so I can see that my follower is taking way less damage than I am from hits, even with less armor rating. Don't think it's an address library / SKSE issue since other mods (including floating damage) depend on those as well. On the other hand, the follower isn't doing that much damage either, so maybe some damage modifiers are cancelling each other out somewhere?
I'm sorry maybe i didn't understand the description. My follower in legendary mode hits like a truck and make me feel useless, it's to op. Does this mod fix that?

It is disabled by default, so one has to edit the ScrambledBugs.json file and look for "commandedActors": AND "followers": and set both to true.
