This mod needs some work with its name/master file requirements The "Great Cities of JK's Skyrim - patch.esp" , a master file requirement for this is option 3 of the files available at The Great Cities of JK's North - which is 1) the file for only JK's Skyrim and "The Great Cities - Minor Cities and Towns" with NO Cities of the North mods installed - ie no Dawnstar, Winterhold or Morthal (or now Falkreath) 2) has been shifted into the Old, unsupported file category.
The other two files are both "The Great Cities of JK's North - Patch.esp". Option 1 has all 4 CotN mods, Option 2 has only Dawnstar and Morthal. Option 2 is now also in the old files and unsupported. These ones are covered by this mods author with the appropriately named "The Great Cities of JKs North - Notice Board Patch" which I missed as once you find this one you tend to stop looking.
So to currently load this you need the patch file that patches neither CotN Dawnstar or Winterhold to have a patch for Notice Board in CotN Wintehold.
I just loaded up the "Great Cities of JK's Skyrim - patch.esp" so I could use SSEEdit to look this patch (got to have required masters or SSEEdit won't load it) - and it turns out it only edits Winterhold, not Dawnstar at all. So it has CotN Dawnstar as a requirement, but only edits Winterhold - cells 8EC0 and 8EC1 and shifts the Winterhold Notice Board in D74
The CotN Winterhold, Morthal and Dawnstar are covered by The Great Cities of JKs North - Notice Board Patch There is a CoTN Falkreath NB patch already up
If anyone wants to use this but doesn't have COTN Dawnstar, here is how you remove the dependency: -Get This Mod -Get COTN Dawnstar (You need it for a later step) -Make sure you have all the requirements for this mod then open up the Creation Kit -Select File and then click on this mod -You'll see a list of masters on the right for this mod, click on COTN Dawnstar -Press Ctrl Delete -Set this mod as the active file in the Creation Kit and load it up -Press File > Save
The mod will no longer require COTN Dawnstar and you can now delete COTN Dawnstar too. The notice board in Dawnstar might be floating a few inches off the ground now too, so you can either live with it or go into the Creation Kit again and lower it slightly. The mod will then be perfect.
These steps were written assuming you're using Mod Organizer, that way you can just delete COTN Dawnstar after removing it as a dependency from this patch.
It's been a few years now. And still no one has patched Winterhold's Great City expansion or Windhelm's dock expansion with Notice Board. Is there any chance you're up to the task?
Sorry, you need Cities of the North Dawnstar for the patch. I really just make these patches based on mods I use and sometimes upload them here for other people to use.
Could you please tell me how you would remove the CotN Dawnstar dependency if the author wont allow you to upload this mod without it? Or perhaps you could send me the mod somehow so I could also use it?

Does this work without cities of the North? I am using JK+Dawn of Skyrim+Great cities but not Cities of the north.
Notice board in Winterhold is not functional as it is.

great cities of jk and great cities of jk's north are two different things.
we're looking for a GCoJK patch and this is actually a GCoJKN patch...
Why does a mod that changes the Notice Board in Winterhold require COTN - Dawnstar?
It makes no sense.
