In vanilla Skyrim, divine amulets aren't quite common, despite the heavy presence of religion. Actually trying to find one usually comes to a matter of finding one of the ones Todd left out for you to pick up.
I always found it odd that you couldn't just ask a priest for one. Wouldn't a priest want to share their god's favor with you?
With this mod you can buy divine amulets for 50 gold (configurable via the AE_AmuletCost global) from any priest. If you want an Amulet of Talos, find a priest of Talos; if you want an Amulet of Arkay, go to the Hall of the Dead. If you run into a Vigil of Stendarr, you can buy an amulet from them.
Now you should have just as easy a time finding an amulet for your piety as your prestige.
