Added no-combat checks that should have already been there. Also includes two non-SKSE64 files - NPC only and the magic effect script so far gain no benefit from SKSE64. SKSE64 allows to re-equip both player hands and to re-equip ammo/quivers. The latter does have a way without SKSE64 (I think), but it's complicated!
