Note for anyone seeing this that currently (Jan 22 2024), QL EE doesn't work for AE, and QL REhasn't been updated for the most recent AE updates (1.6.1130 and on).
Kace -- Hasn't been updated since 2022, but comments indicate it tends to survive Skyrim updates without difficulty.
Smart Harvest NG -- Also broken by x.1130 apparently when paired with SSE Engine Fixes. Might be heavier than what you want. I haven't tried it myself but it looks promising.
I think I discovered the answer to my own question but a sanity check is welcome:
1. Quests in Skyrim contains an .esp + .bsa (a single script resides within)
2. EBQO contains multiple .esp's + loose files (scripts, loose always overwrites BSA regardless of load order, BUT none of these scripts are the same as the one in Quests are in Skyrim so it LITERALLY DOES NOT MAKE A DIFFERENCE)
3. LOOT will automatically sort the .esps regardless how I order them in my modlist
So no, it shouldn't matter, as long as the plugin goes last. Actually the plugin is an .esp too so LOOT should sort that, regardless. Put them in whatever order you want, I guess.
