This is a conversion and aesthetic overhaul of the Pahmar Lich Jo'vassa: https://www.nexusmods.com/skyrim/mods/62020

I changed her to look more like a mummified tiger so that she looks reminiscent of a dragon priest and more visually consistent with the liches that are already in Skyrim. I also changed her breed from Pahmar to Senche, because it turns out the Pahmar are a bipedal breed of Khajiit, and Senche are the quadrupedal ones. I do have permission to do this. I also bugfixed the mod's original bugs.

Jo'vassa is a Senche khajiit, which are a khajiit subspecies to appear the same as tigers, but with the same amount of intelligence as any Khajiit. A Senche is only born when Masser and Secunda are both full.

Jo'vassa is an ancient Lich from Elsweyr; turning herself into an undead creature to prolong her lifespan. She moved to Skyrim because he was paranoid that the heat of Elsweyr would speed up the rotting of her corpse. She became a Lich during the Planemelding in the second era, and was a loyal member of Mannimarco's Worm Cult until Mannimarco was slain in the third era. After that, she went off on her own.

Jo'vassa can be found skulking in the Windhelm Hall of the Dead. She fights with melee claw attacks and frost spells, and will occasionally summon Draugr. If you want her spell to summon Draugr, trade with her and she has an extra spell tome in her inventory. If you want to fight her for whatever reason, silver weapons, dawnbreaker, and anti-undead spells all work on her.

He shouldn't conflict with anything, and he'll have a lot more dialogue if you have Follower Commentary Overhaul installed.
