Did you by change clear this location before installing the mod? I have had some comments about this previously. If you did, it may take longer for everything to change correctly (reports say 10 ingame days).
Good idea. I could see Falkreath adding guards to it also. The Hunters may grumble about having to "offer Tithe of the odd deer" to the Falkreath Lord, but with a few Guards hanging around, they'd probably be safer. Guards should show up (later) and co-occupy once they've figured out there's no bandits located there anymore. Doesn't mean the bandits wouldn't try to retake it...
Would you consider Ironback Hideout as a future location? It makes for a nice high overlook for guards and connects to Fort Hraggstad around the back while doubling as a possible spot to spy on the Thalmer Embassy. No matter who owns the Hold during/post war, seems like a worthwhile location to occupy.

I like this expansion to the idea. Just having guards pop in and clean up a bit is great, but having other normal people start using some of these places is really cool.
