Reverted previous addition that made bosses stand out a little more as it caused issues with mod added/edited NPCs. Now the relative level distribution of NPCs within a faction remains unchanged, although the faction as a whole is shifted/compressed/stretched, whatever.

Rebalanced many factions, general rules as follows:
High level factions cover a wider level range as each level matters less as you get higher up.
Mid and high level factions have been made tougher, so the challenge continues into the late game.
Magic oriented factions have had their levels raised as they invest mostly into magicka anyway, so are frail.
Within factions, low ranks are now more similar to each other than are high ranks. This makes bosses stand out a little more, though only a little.
