When rendering a mesh, the game looks up which shader to use based on flags. So for example Parallax+Vertex Colors+Specular is a specific flag combination that loads a specific shader. If it can't find a shader, it just doesn't render - which is why you end up with things turning blue.
The shader for "Parallax alone" is missing, but "Parallax + VC" exists, and so does "Parallax + VC + Specular", so for now all parallax meshes MUST have vertex colors, or they will not render.
I hope to inject the non-VC Parallax shader at some point but that's for future dev.
for anyone having trouble with this mod when uninstalling it (I wanted to switch to using community shaders for the new updates it has). Uninstalling SSE PSF (this mod) caused ctd on loadup. After reading through bunch of random s#*! for some reason uninstalling "detection meter" or "detection meter ng" worked for me (stopped the ctd caused by this mod). I also removed the "sseshadertools.dll" from this mod in the skse plugins. Don't know if that had an impact but this fixed all my problems - thought I'd share the info
ok, I found it after going over the comments more carefully. However, it's an archived version with reports of CTDs. I'll give it a try, but I don't expect it to work for now. I hope aers will soon release an official update!
I don't suppose it'd be possible to keep an old file section? Every time Bethesda changes the color of their cash shop font and releases it as a a new update, breaking all the .dll or popping off with error messages are supper annoying. I understand why mod authors don't want to keep up to date. It'd be nice if everyone could keep an archive for each version of skyrim so that we don't have to choose which mods we can or can't use. We'd just have to sync with the version.

Its possible some ENB effects wont apply to meshes with parallax due to the way ENB shader patching works.
