What does it do?

It connects the Outlaws Refuges not covered by Teabag86's patch with their respective Sewers.


What is already done?
Whiterun, Markarth and Windhelm are all done.

In the Whiterun Burrows, find the well (near the door to Jorvasskr Underworks). There is a new door in what was previously a wall.
It'll lead you to a pothole in Whiterun's Outlaws Refuge (that was the best way to do it without butchering the Refuge).

In Markarth, the sewer-side entrance is in the main Sewers. If you enter the sewers through the Warrens and walk a straight line once you leave the "tower", you'll run into some Chauri. The entrance is on your right next to some egg sacs.
In the Refuge you'll see a door beneath the ladder.

In Windhelm's Gray Quarters Sewers, go to the stairwell that leads you to the Old Canals (with the Skeever on the stairs). At the top of the stairwell, right behind the locked gate, there is a pothole.
The trapdoor in the Refuge is on the left of the furnace.


What needs to be done?
Nothing. Barring bugfixes and things that bug me personally, this is feature-complete.


But is it immersive?
Depends.

Whiterun:
Old fountain-maintenance entry.

Markarth:
One could argue that the Refuge is a repurposed resting-/workplace of a guy that had some maintenance work to do in the sewers.

Windhelm:
A small tunnel that was added after the Refuge was built.

Should work fine and cause no issues.
