Fixed NPC speed being reduced after spell effect ends.
*Note this is set to speed them up after 6 seconds. I do not know how to trigger an update when a spell effect ends, if anyone knows how to do this, let me know and I can make it last for the correct amount of time. I chose 6 seconds because the max duration I could find for a slow effect was 5 seconds.
============ Description ============ Fixes the bug where NPCs aren't affected by the Slow effect. It does this by attempting to equip a blank armour item to the NPC via a script attached to the slow effect. This should make frost spells much more useful. This only gives you the same slow effect that NPCs have been enjoying for the past 8 years, it does not add any new effects, it only fixes NPCs not properly updating their movement speed.

============= Installation ============= Copy the ESP and Script folder to your Data folder, enable it in your mod loader of choice.
======== Removal ======== Delete the ESP file from the Data folder and SlowFix.pex from the Scripts folder.
