I'm assuming the change for the Lunari LE race mod is so it will work with SSE(Hope so, Lunari was always my favorite race and I could never seem to convert it properly myself). My questions is do we install first then make the change or would it be vice versa?

You will still need a properly-converted Lunari Race mod in order to use this preset...

lunari le 1.7 works without esp and race conversion out of the box in sse with one small exception - the script folder.
i relased a compatibility addon for that. all images and the creation of the preset were done with the original LE mod in SSE otherwise they would not exist. i did extensive tests on that with the unp hd option and it works! if you encounter any problem it is not esp related. ignore any form 43 warning message - it is pointless and nonsense in this case because the original esp is tested to be sse compatible. but it hopefully prevents people from trying to set an esl flag in the wrong form structure.
just install all mods required as described, update the script structure in lunari race mod or use my compatibility mod, load racemenu, chose lunari race female and load my preset in racemenu and you are good to go :)
if a mod manager or an extension prevents you generally from installing form 43 mods in sse get rid of it and i recommend to switch to mod organizer 2. mo2 is perfect if you like to test mods - regardless of the used form - without any risk of getting in trouble with new or buggy mods. just deactivate the suspicious mod and everything is as it was never intstalled without the need to deinstall it! sometimes in my experience the only way to clearly identify a bad mod.
use of converted esp is ok if you do not like the form 43 warning message, but it is not essential. no known conflicts, crashes or gliches with the original mod/esp. be cautious in the beginning and save! but you should do this with all mods!
please read my description how to update the script folder for lunari to make the script work! this is essential!
ff7legend converted already to form 44. if you want get rid of some nasty compatibility messages in your mod organizing tool including vortex you can try his converted esp. i can not support in this case because i use the original mod/esp.

some information to skyrim forms ( e.g. form 8, form 43, form 44) and the form 43 warning and demystifying it.
the used forms in skyrim define a stucture used in all the the well known esm, esl and esp files.
you will find them used in combination or in a single structure.

form 08 is used by le and se, form 43 is used by le and form 44 is an enhanced form 43 used in se to use advanced features like esl and some others.
as far as i know the forms are backwards compatible in sse. till now i've seen no evidence that this assumption is generally wrong. playing with 20 form 43 esp mods and 500+ sse mods without a glich or saving problem seems to prove this assumption including lunari race esp. you can try it for yourself and safely - at least if you are a mo2 user.
so a clean form 43 original le ck esp without dirty edits should work also in SSE in many cases.. but it has still to be tested and confirmed before! many le mods are not working out of the box in se for many reasons. i don't know of any mod so far which does not work just because it is form 43 instead of form 44. just let me know it it exists!
the problem is that nobody knows exactly if an esp is dirty edited before or not and for sure there are still more dirty form 43 esp out there than form 44 ones.
so a cleaning process like a conversion from form 43 to form 44 can help in this case but it can also break some features only available with dirty edits.
this means the mod would be per se not sse compatible and a conversion much work or even impossible.
what you never should do is to try to treat a form 43 esp as a form 44 esp. for example to try to set an esl flag or other stupid things. this would be mod and game breaking! so it is very important to know the structure before fiddeling with an esp! to prevent this kind of misuse the form 43 warning message can be helpful!
if a form 43 esp is clean and it works in sse (testing is essential!) you can use it without conversion. most stability problems in SE are caused by not compatible or dirty meshes, textures or scripts and only a few due to dirty esp edits!
i know this form 44 conversion case is treated like a religion but it isn't. If an esp works it works because it is compatible - if not it isn't regardless of the used form. it is as simple as that. because oldrim does not know form 44 and the enhanced features you cannot use form 44 esp in oldrim.
if anyone has an evidence that my informations are wrong let me know. thank you. :)
