Not exactly a bug. If you use the mod "The New Winking Skeever" it makes a new Inn while keeping the old one. Using Skyrim Sewers would put the entrance to the sewers in the basement of the old Winking Skeever. So the only way you could reach it is through TCLing through the walls to the old Winking Skeever. This patch moves the sewer entrance (the trapdoor in the picture) to the basement of the new Winking Skeever.
