Make the boons added by the mod Wintersun to followers of Jephre or Kynareth more interesting.

Tweak the following deities added by the mod Wintersun: Jephre, Kynareth, and Xarxes:
Changes to Jephre and Kynareth: The speed boost now is up to 200% more powerful, based on your favor (If updating from my previous version while being a follower of one of them, you may have to switch to another deity and back to Jephre/Kynareth to have the speed boost magnitude updated.)
Changes to Xarxes: The bonus skill point is now added whether or not you're reading the book while meditating (having to meditate before reading the book was thematically neat, but the game never tells you by looking at a book if it will be a skill book, so it could lead to scenes like accidentaly reading a skill book outside of meditating and getting 1 skill up rather than 2).
Your wards also are up to 40% more powerful and have their cost reduced by up to 40% based on favor with Xarxes (This should give them more functionalities in-game than "Passing the first mage quest"). The boon is renamed "Scribe's Resolve", to fit with the increased magic protection theme.
Panopticon: The "Detect actor" effect will linger for X seconds (based on favor with Xarxes) upon exiting trance.
