Unlocks the bookshelves in The Arcanaeum and removes the owner flag so that the items cannot be marked stolen.

As the brief description says, unlocks all of the bookshelves/bookcases in The Arcanaeum so that books can be taken without them being marked as stolen.
Note, this also sets the "owner" of the cell as "none" instead of Urag gro-Shub, this was done to prevent the bookshelves becoming locked again.
It's a library in the intellectual capital institution of Skyrim, should be able to pick up a book and read it if you please!
