This mod was created with only the Creation Kit and should be compatible with all mods that don't change the "Deflect Arrows" perk.

New Deflect Arrows Perk:

While having the shield up and blocking (also in VR) the user recieves zero damage from the shooter on the condition that the enemy is in "Line of Sight" of the player, which corresponds to a cone of <45° in front of the player.

Why rework the deflect perk:

Currently the collision mesh for shields don't work as intended. Often arrows hit the shield and still do full damage. I tried to rework the meshes, however I believe, that arrows that stick in the shield can still interact with the player hitbox (? maybe someone knows better how the collision is handled ?) and therefore damage the player.

How does it work:

It uses the same template conditions of "Deflect Arrows" with the addition of setting an incoming damage multiplier of zero. This damage multiplier only applies to the shooter if the player is blocking and facing the shooter.
