All Encounter Zones completely reworked. Each EZ have min. and max. level. 
This allows to get compromise between the vanilla level with player world and the completely static world.

They are also more balanced in terms of "roleplay" and "being fair". 
It means that bandits encounter zones are easier than vampires, draugrs, etc. However starting location (Riverwood and all nearby dungeons) are much easier than others. It doesn't mean that it's super easy!

Main version adds harsher starting point for leveled actors.


Leveled Actor Multipliers:
0.8x - Easy
1.05x - Normal
1.25x - Hard
1.5x - Very Hard
