DISCLAIMER: You don't replace the enblocal.ini file with your current, you can actually do this yourself just by setting ForceVsync=1 and setting EnableFPSLimit=false. Also set your iVSyncPresentInterval=1 in Skyrimprefs.ini to 0.
I can confirm that this mod works best when you're using an enb. My game is heavily modded and this reduced the stuttering of my fps and gave slight fps increase.

so is this mod outdated? i use eFPS, fps stabilizer, sse display tweaks, sse engine fixes, bug fixes etc. is it too much for me download this one as well?
This mod was outdated the day it came out. This is just the v-sync from fallout 4's ENB, it will always be worse than just using your nvidia control panel or AMD equivalent to enable vsync.
Which ENB I should download? 1) v0.307 for Fallout 2) v.0465 or earlier for SSE Installation guide says about the second one, but the requirements refer to the first.
I can safly say that the ENBseries website is the worst site I have ever seen in my entire life. Dead end links that trap you on a page everywhere, with no way to get to downloads. Half of the downloaf options don't have a file. Absolute cancer.
However, this mod is pretty helpful. Had massive stutters every couple of minutes or so where the game would go from a solid 60 to a micro-freeze for a quarter of a second, before jumping back up. This didn't completely remove it, but did soften the impact to a point where sometimes I don't even notice, as opposed to the impossible to miss half second freeze. Kudos.
