Reminds me of Morrowind. Wait for some poor, doomed assassin to attack you, kill them, take their s#*! and sell it, then use the gold from their prissy "light armor" to buy STEEL like a TRUE warrior.
it seems that WACCF already fixes it by replacing it with same playable armor (with no enchancements). anyway, "...WornPlayable" armors is better choice, as default armor has too good effects for armor that you can get from a low-level encounter.
So, I know this reply is kind of late, but usually (in my experience) it says that because it's packaged as a certain type of RAR file. Extracting and repacking as a zip through something like 7Zip tends to let it install.
Edit: In this case I have no idea why it didnt work as it seems to only be the esp, not even packaged. It did work for me.
To all that are having this issue with NMM, when I downloaded it with NMM I had the same problem. For me, it got resolved with running NMM as an admin.
i dont see the point to be honest since they only spwan when you join the thieves guild in riften (correct me if i´m wrong) so you have the armour anyway. feel free to make that mod for yourself all you have to do is change the armourset they wear to the playable thieves armour variant.
