Increases the minimum chance of stealing from 0% to 1% or the option to increase up to 20%

I've added this simple mod because I couldn't find a mod that did just this, increase the minimum steal percent from zero to 1%, or even 5%
If you can steal the armor someone is wearing or the weapon they have equipped, why not be able to steal that valuable enchanted ring worth 1000's that is just sitting in their pocket?
There is a few variations to choose from

10%
15%
&
20%
Install only ONE of the files.
Shouldn't be any conflicts unless you have a mod that alters the minchance of pickpocket value.
