You don't need Redux or any sort of mod to do that. You can avoid having him arrested by accusing him directly instead of reporting him to the steward. He'll deny the accusation and then help you find the actual killer.
It worked for me at least so far as purchasing Hjerim. There were no form IDs that required compacting, so just flipping the bit was enough to convert the plugin to an ESP-FE.
Installed in mid game way after Blood on Ice... got the house for a price but not the Thaneship although I've "helped" people of the city more than thrice. A knee way, thanks for the possible possibility not to have to wait for the end of the (any) war which I hate.

I had the same problem, blood on the ice completed and everyone helped but ulric only gave me the join the empire dialog. setstage favor254 10 in the console then noticed all the objectives were met and told me to talk to ulfric. still wouldn't, so setstage favor254 25 gave me the axe of eastmarch and the thaneship.
Yep, I also had to use those console commands. The first to start the "help people of Windhelm" quest, and the second to get the Thaneship after doing so. I had added this mod in mid-playthrough after completing Blood on the Ice.
I just looked this up in xEdit and it seems there might be a problem with the condition. The GetQuestCompleted condition is set to run on "Target" when it should be "Subject".
I"ve bought the house, but I can't seem to become thane ... I've done a ton of quests for the people. Should I just continue to do kill quests for the steward?
Oh, I thought that with this mod, you can become thane without the Civil War quest. Well, at least I don't have to kill peaceful giants, haha. Thanks. :)
It says right in the description that becoming thane should also be enabled after BOTI.
- I always hated that owning Hjerim and becoming Thane was quest-locked to the Civil War timeline. This mod aims to fix that by allowing the player to buy Hjerim and have the option to become Thane of Eastmarch after the quest "Blood on the Ice."
- *SPOILERS* This mod works after Wuunferth is arrested and the first half of the quest is completed. If it fits your immersion better, just wait to buy it after Calixto is dead. If you try to buy the house before Wuunferth is arrested, then Jorleif will tell you it's not ready.
- You can buy the house any time after "Blood on the Ice." The Thaneship part of this mod works best before starting the Civil War.
So if I'm understanding a few comments right here, does this work more like the thane of Riften where it's more timed than getting a "help X number of people" quest? Ulfric has refused to talk about anything other than the civil war.
For me, I saved Ralof (Stormcloack) at the start of the game, instead of Hadvar (Imperial), and I had a dialogue option to mention to him that I saved him, then he tells me to come back while he checks, then when I come back, I have the Thane option dialogue.
I don't know if there are other dialogue options if I instead saved Hadvar at the start.
Work smoothly with new save. The existing save stuck at the thane part. And this mod allows you to purchase the house before the blood on the ice. Do not purchase it before the quest to avoid encountering any unknown bugs possible.
This mod worked for me the first time I tried it. But for my current game, after I completed Blood on the Ice I'm not getting the purchase dialogue from Jorlief. Looking at the completed quest, the "examine the crime seen" box isn't checked, as I made a bee line to the house. All of the other boxes are checked. That is the only thing I can find for why the mod isn't working, although it could be something else. I wouldn't think that something as minor as that would crash the mod, after all the quest is completed. It's too late to fix that in game. Is there any way to recover?
This bottom line is that this mod worked for me, and so I endorsed it.
Some notes: I converted the ESP to an ESP-FE; an xEdit script indicated that changing the flag was the only thing necessary to perform the conversion. I installed this mod not long after completing Blood on the Ice. I visited Jorlief and the offer to purchase dialog option was available and usable.
I was not able to receive the Thaneship offer from Ulfric, although I should note that I have not started the civil war quest or even the main quest (i.e., at least not so far as even trying to kill the dragon in Whiterun and so forth). That said, I have completed more than five of the favour quests needed to finalize the offer. Speaking with Ulfric requires I take the Stormcloak side and evidently proceed with whatever quests Ulfric's lieutenants would have me do. So I left all that alone.
Also of note is there is a mod conflict with USSEP. This mod blocks a condition added by the unofficial game patch where the patch appears to place some kind of marker on a chest. I cannot say if this missed condition is important or not, but it is what it is.
Finally, thanks you for this mod. I do not expect that I will even attempt to participate in the civil war quest line in this current play through, but being Ulfric's thane was never a priority. Having Hjerim is important to me, so, again, thank you.

Even if it was the original contents. The chest has now been unlinked from the enable parent marker and will remain behind when the mess is removed. (Bug #14035) (BGS Support #16605)
