Adds a new alteration spell to the game that utilises the slow time effect. Designed to be balanced while also fun.

This mod simply adds the spell 'Bend Time' to the game. The goal is to add a time-slowing spell that isn't overpowered (but still useful) and fits seemlessly like it was part of the vanilla game (Use of effects, availability from random loot, etc).
Bend Time, an expert Alteration spell, slows time to 10% of it's normal rate (same as the final word of the Slow Time Shout) and lasts for 10 seconds (15 seconds with the Stability perk). Dual casting brings the duration to 22 seconds (33 with Stability). The magicka cost is slightly more than Paralyze.
The spelltome can be purchased from Tolfdir (once Alteration is high enough), but a free copy of the spelltome can also be found at a certain shrine of Akatosh in the wilderness.
This mod will have compatability issues with any mod that edits any of the leveled lists for expert Alteration spelltomes, as well as the leveled list for expert scrolls.
